Parameters

     int Hz
     the temporary value to be set

     int onoff
     =0 Indicates that the EEPROM value to be set
     =1 Specifies whether the temporary value (Hz) to be set

Remarks

    set the Si570 Xtal-Frequency Scale in Hz
    the RadioFrqScale is the difference between the lowest frequency below 1 MHz
    and the highest frequency above 27 MHz
